The Interstellar Organisation of National Federation(ION) or the Interstellar Organisation of Nations(ION) is an interstellar government organisation created to promote post-Earth co-operation. A replacement for the ineffective United Nations, the organization was established on 24 October EY 2245 in order to prevent separatist conflict on various new and established worlds. At its founding ION had 113 member states. At time of Exodus there were 145; all the remaining countries which eventually left Earth. Post-Exodus state numbers vary but the amount of participating worlds is impossible to ascertain at any one moment due to the vastness of the Federation.
The first head quarters of ION, based in the central highlands of Tasmania near the township of Tarralea, Australia(Earth, Oceania), was in control of all the Earth based organisation. Further main offices of ION were situated in Geneva(Earth, Europe), Nairobi(Earth, Africa), Singapore(Earth, Asia), Bangalore (Earth, Asia), New York(Earth, North America), Rio(Earth, South America), the Silicon Antipodes(Mars) and Last Vegas (Europa). The final relocation of the council to Last Vegas, Europa occured in EY 2420 (See Council of 420).
Its objectives include maintaining interstellar peace and security, space travel development, promoting human rights, trans-human rights and meta-human rights, fostering social and economic development, protecting various environments and terra-forming, providing humanitarian aid in cases of famine, natural disaster, armed conflict, and finally, prior to Exodus, Earthwide evacuation. ION's mission to preserve interstellar peace was complicated in its early decades by the Automated Human Labour Movement(AHLM). The conflict within various segments of humanity and also against their automated workforce had a significant fallout for both human population and extra-planetary aims.
The organisation participated in major actions in France and South Africa, as well as approving the creation of the Silicon Antipodes on the planet Mars in EY 2315 and the metropolis of Last Vegas on the moon Europa in EY 2366. The organisation's membership grew significantly following widespread global destabilisation in the 24th and 25th centuries and by the EY 2390 its budget for space flight and colonisation programmes, such as the Monarch program, far outstripped its spending on peacekeeping. After the end of the AHLM, the Federation took on major military and peacekeeping missions across multiple worlds with varying degrees of success.
ION has four principal organs: the General Assembly (the main deliberative assembly based on Europa); the Security Council (for deciding certain resolutions for peace and security based on Mars); the Secretariat (for providing studies, information, and facilities needed by ION also based on Europa); the Interstellar Court of Justice (the primary judicial organ also based on Europa).
The organisation won the final Nobel Peace Prize in EY 2336 for the combined efforts of the Exodus, Protocol 34 and Monarch plans.

The plan to move the council to a secure bunker in Tasmania was executed in EY 2297. The ION evacuation plan was adapted from dated Cold War plans. The ideas of both times were similar; based around keeping an operating international government post global disaster. Tasmania was considered the furthest bastion, hidden far from the various epicentres of nuclear fallout around the world. Tasmania was much smaller at that point after the rising tidal levels world wide so the headquarters was set centrally on the island. Water had engulfed not just the small islands around the world but many sea side communities. The slow absences had been mapped out decades ago. The Global Adaptation Index or GAIN, a US based government body formed all the way back in EY 1995, determined which countries were at risk of annihilation by global warming.
After global warming estimates were ignored for a century or two, the effects became starkly obvious. At the beginning, whole small island countries were decimated; Kiribati, the Marshall Islands and Tuvalu, all in the Pacific, and the Maldives, in the Indian Ocean. Many other island countries, including Tonga, Palau, Nauru, Niue and the Federated States of Micronesia, were all completely wiped out. The third largest country in the world by population, Indonesia, only existed as a shadow of it's former glory.
The main question that the emergency ION council deliberated on was what the best order for evacuation. They would need to create effective combinations of passengers to board the hastily built Exodus armada. These groups would eventually populate the stars. A whole new generation of the long haul space travelers, the Monarchs, had been bred and were needed for the main survival plan. These genetically specialised crews would be sent out to the distant planets and galaxies which were identified as being able to support life.
The eventual segregation plan had its roots in an off hand comment by one of the younger technical staffers of ION, Janice Marx. It was based on the conclusion of the ION council, that the only way to truly split humanity was to separate them into different ships based on sexual preference. Race, nationality, sex, language, all had issues for segregation. The staffer commented that the task would be hard when considering Rule 34 of the internet,
'Rule #34: There is porn of it. No exceptions.'

1.3.1. History: The Waves
The plan was focused on the new Monarchs, born of Genetic Pharmaco-therapies, who were able to live long enough to survive the perils of long term space travel. Specifically chosen genes allowed for them to more easily cope with stasis and their average life spans were around five to six hundred years. These migrants were to be split into three separate waves: the Reckoning Wave, the Vanilla Wave and the Specific Wave.
It is important to note that there were three Monarch waves but in reality there were four waves. The remaining population who were not of the Monarch generation were sent off Earth between the Vanilla and Specific waves. It was known as the Prole wave. The genetically unmodified population(GUMPs) that remained were left to colonise the rest of the solar system. Mars, Europa, etc. They would stay indefinitely in the solar system. This group were left to dream of an Earth that would hopefully return to its former glory.
The waves of Exodus were determined then the various departure points around the globe were mapped. Each continent had a gate. Each gate had a space elevator which would slowly give humanity the first step out of the atmosphere. Cobbled together space junkers were waiting at each of the space stations assigned to the elevators. From there each craft would be pushed off into space. The first generation of Monarchs were all, though understandably nervous, roughly ready to set sail and were all given the best shuttles.
1.3.3. The Reckoning Wave
The first wave was religion based. It was as strict as the turbulent geopolitical times allowed. Strict religious grouping was attempted in this wave but it was impossible to completely stamp out illegal migration. The main reason grouping stalled was down to the fact that humanity had no clear concept of what was a religion. Historically, countries in the 19th to 22nd centuries defined religions by tax status. Even the Interstellar Church of Scientology had its roots in taxation problems. David Miscavige announced the tax exemption status of Scientology in EY 1993 which was met with worldwide celebration. For a long period of human history the true adjudicators of what was considered a religion were the national taxation officials.
Many would go on to call this the Reckoning Wave and this name eventually worked its way into most human language vernaculars. This populist colloquial process led to the naming of the other waves. This wave was first because it was easier to group the various religious Monarchs together. Their decisions were almost innate. On asking who they would want to spent the rest of eternity with, they would always stick with their specific religious group. Population figures from the global census of EY 2400 shows growth over the previous four centuries. The official population of EY 2400 is estimated at 13.5401 billion. See below, Figure 1:
There was a sharp decline in population during the 23rd century due to the combination of the AHLM and the various nuclear incidents during this time.
Of this, the Reckoning Wave was roughly one quarter of the remaining population on Earth. Religions left via gates near the closest and most significant religious sites; Muslims from Mecca, Christian and Jewish adherents from Jerusalem, Rastas from Ethiopia, etc.
1.3.4. The Vanilla Wave
The next round of Exodus was the Vanilla Wave. Passengers were non-religious with no important sexual desires or qualms. At least none which they felt strongly enough about that they would wait till the last ships of the Specific Wave. It was the largest Monarch group in the Exodus with more than half of the remaining Monarch humans falling within this group.
1.3.5. The Prole Wave
Before the final true wave of the Diplomats, Immegres and Patriots were all shuttled off to the closer reaches of the universe most left for Mars or Europa, which had already undergone extensive terraforming. It would still be many decades longer before these planets resembled an Earth type atmosphere. This remainder, left within our solar system, were left to dream of once again populating Earth once the damage had been restored.
1.3.6. The Specific Wave
The last wave was the Specific Wave. These ships, the final ones to leave the planet, were a disparate and wild bunch. People who wanted to be on ships with sexually similar people. It was beneficial for the other two waves too. Janice Marx was also quoted herself, when the plan was formulating, saying:
'Not many regular folk who travelled with the Reckoning or the Vanilla Waves would want to travel through the stars with a fucking Brony.'

This wave was the hardest step of all. As humanity started working less, the focus on creativity was a phenomenon. People began using the time and energy from joblessness by redirecting it to all other parts of life. Sexuality was no exception. Population flow across the globe over the previous few hundred years had helped, as many people started migrating to areas where their ideals were upheld. Foreign borders began to relax around the world. Idea sharing over the Internet was the real spark that caused people to seek out others of the which similar ideals. Each country had a basic standard of living due to robotics so immigration was less of a concern than it traditionally was.
The Pastor Sean 'The Last God Damn One' Slattery remained on Earth post the Reckoning Wave in the belief that he could still save the remnants. He quickly realised that noone cared for what he had to preach. He had started as a Jehovah's Witness and door knocking was known to him. He had the persistence but it useless. He had never received such crazy responses in all his time walking the streets. It is speculated that the offers were too much and he eventually embraced a Specific Lifestyle. He became one of the unofficial field journalist for this strange time. An excerpt from his journal in 2405 sheds light on how Earth ended:
'I journeyed around the new communities that formed around these sexual subsets and fetishes. People began voting with their feet, leaving their traditional countries for more suited homes. There were towns of Agalmatophiliacs,
Ursusagalmatophiliacs(furries), Partialists, Paraphilic Infantilists, Hematolagniacs, Mechanophiliacs (who in the scheme of things became very important in the early days of space travel), and so on. There were even a pair of areas which popped up on either side of the US/Canada border and were named Neo-Athens and Neo-Sparta, where the majority of citizens in Neo-Athens were masochists and the Neo-Spartans sadists.
I would say that the last wave of humanity fleeing Earth, the Specific Wave, was a strange thing to be witnessing. It was a fucking party. Universally described across the solar system as completely depraved. It was so fucked that many members of the Reckoning Wave would have been proud in that these remaining few inhabitants lived up to their responsibility of making a hell on Earth. The rapture had arrived and it was in the form of the End of Days Party.
